2013 Iowa Horse Council Annual Meeting Summary

January 19, 2013

Summary:

The Annual Meeting of the Iowa Horse Council was called to order by President Bill Paynter at 10:47 a.m. at Kildee Hall on the Iowa State University Campus.

A welcome was given by President Bill Paynter with 51 people present.

Door prizes were drawn for throughout the day. A big thank you to all of those who donated and who rounded up this year’s door prizes.

Our first speaker for the day was Jill Paxton. Ms. Paxton is the Bureau Chief for the Horse and Dog Breeding Bureau for the Iowa Department of Agriculture and Land Stewardship (IDALS). Jill gave us an update on items such as the Iowa bred program, Harness Horses, Thoroughbred Racing, Youth Days and Scholarship opportunities, an update on activities of the Iowa Racing and Gaming Commission, and pending horse legislation at the Capitol this spring. Jill also announced her retirement from the Department of Agriculture. Her position will be rolled into the duties assigned to the new Assistant State Veterinarian.

Jill has been a great supporter of the Iowa Horse Industry and will be greatly missed.

Our next speaker was Dr. Peggy Miller-Auwerda with the Iowa State University Equine Program. Peggy gave us an update on the ISU Equine Program, the new courses that have been added, the current slate of equine courses and upcoming webinars, and a presentation on the new Pavilion that will be ready for use next fall.

The next speaker was Laurie Carnahan, Iowa Horse Council Board Member and IHC Trail Committee Chair person. Laurie gave us a summary of the results of the Future of Iowa Horse Trails Survey. The online survey was conducted from March 30 – September 1 of 2012.

A noon luncheon was then held with the meal being provided by Hickory Park Restaurant.

Our guest speaker for today was Dr. Doug Snider of Iowa State University. Dr. Snider gave a presentation on How the Drought has Affected Livestock and Horse Health. He covered a variety of topics such as lack of feed stuffs, diseases, water quality, and abandonment and abuse of livestock.

A big thank you to all of our speakers for very informative presentations.

The presentation of the Iowa Horse Council Awards followed.

The Iowa Horse Council was very proud to present the 2013 Horsewoman of the Year Award to Ann Bennett of Mt. Pleasant, Iowa.

The Iowa Horse Council Grant Awards that were presented were:

Equine Welfare Grant Recipient:

Mahaska County 4-H Horse Helpers – $1,000 to be used toward the new arena project at the Southern Iowa Fairgrounds in Oskaloosa, to correct an unsafe situation.

A group representing the Mahaska County 4-H Horse Helpers were present to accept the award.

Trail Grant Recipients:

TROTT (Trail Riders of the Trace Trail) – $500 toward the purchase of chain saw and pruners for maintenance of existing trails.

Page County Conservation Board – $1,000 – Pierce Creek Trail Crossing – to correct drainage issues.

Unfortunately our trail grant recipients could not be present at the meeting.

Business Meeting:

President Bill Paynter called the business meeting to order at 1:38 p.m. Self introductions were done followed by the reading of the minutes from the 2012 Annual Meeting and the Treasurer’s Report. Committee reports followed.

Old Business:

President Paynter reported that the Iowa Horse Fair, which is sponsored by the Iowa Horse Council, was recently awarded the Best New Rodeo for 2012 by the Iowa Rodeo Cowboy’s Association.

Vice-President Linda Spain led the election of IHC directors.

Those that were elected to the board of directors for a 3-year term are:

  • Linda Spain

Linda Spain led the election of officers. The meeting was then reconvened and Bill Paynter announced the Iowa Horse Council officers for 2013.

The officers elected are:

  • President: Bill Paynter
  • Vice-President: Linda Spain
  • Treasurer: Marilyn Bender
  • Secretary: Dora Guffey

Bill Paynter thanked everyone for coming. The meeting adjourned at 3:00 p.m.

2012 Iowa Horse Council Annual Meeting Summary

Summary:

A noon luncheon was held prior to the meeting with the meal being provided by Hickory Park Restaurant.

The Annual Meeting of the Iowa Horse Council was called to order by President Bill Paynter at 12:50 p.m. at Kildee Hall on the Iowa State University Campus.

A welcome was given by President Bill Paynter and self introductions were made with 37 people present.

Door prizes were drawn for throughout the day.  A big thank you to all of those who donated and who rounded up this year’s door prizes.

Our first speaker for today was Dr. Kim Houlding.  Dr. Houlding is with the Madrid Veterinary Clinic and provided an update on United Organization of the Horse and discussed the unwanted horse and the current slaughter situation.

Our next speaker was Paul Tauke.  Mr. Tauke is the State Forester and Chief of the Iowa DNR Forestry Bureau.  He reviewed with us how the Forestry Bureau is set up and where their funds come from, as well as discussing how the budget cuts led to the threat of closing equestrian trails.

Our final speaker for the day was Jill Paxton.  Ms. Paxton is the Bureau Chief for the Horse and Dog Breeding Bureau for the Iowa Department of Agriculture and Land Stewardship (IDALS) and gave us an update on bills that passed that have an impact on the racing community and changes that resulted from the most recently passed bill.

Business Meeting:

President Bill Paynter called the business meeting to order at 2:20 p.m. and proceeded with the reading of the minutes from the 2011 Annual Meeting and the Treasurer’s Report.  It was noted that we realized a profit of $34,000 this past year.  Committee reports followed.

Vice-President Linda Spain led the election of IHC directors.

Those that were elected to the board of directors for a 3-year term are:

Linda Spain led the election of officers.  The meeting was then reconvened and Bill Paynter announced the Iowa Horse Council officers for 2012.

2010 Annual Meeting Report

This years Annual Meeting was a success!  It was held at the Polk County Extension Office, Altoona, IA on Saturday, January 16, 2010.  Fifty-three (53) members and guests attended and four (4) different presentations were given:  Jill Paxton – State of the Equine Industry; Mark Edwards – IA DNR and Trails Summit; Tom Colvin & Judy Hand – ARL & The Equine Facilities & Program; Jamey Carsel – ISU CVM Farrier Services & Hoof Care.  Dinner was provided by the Altoona Hyvee with meatloaf and herb roasted chicken served.  A silent auction was also held, please see below for results of silent auction!


2010 Annual Meeting Silent Auction

This year the Annual Meeting committee held a silent auction instead of door prizes.  We were able to get over $1200.00 worth of merchandise and services donated.  With all donations we raised $950.00 to be used for the scholarships, grants, and sponsorships programs offered by the Iowa Horse Council.
